EXCEPTIONAL PUBLICATION PROCEDURES FOR 
AMA, MSA AND ATC SMAC MINIMUM ALTITUDES

Replaces AIC A 3/2019 from 19 MAY 2022.
 

1 Introduction

The Finnish Transport and Communications Agency Traficom and Finavia have agreed in June 2011, that air navigation obstacle height restrictions for wind energy power plants will be moderated.
 
Moderated height restrictions have been applied since 15 DEC 2011 and the building works of plants has started.
 

2 Changes to information published on AIP data

Heights of the new wind power plants are more than 200 M above ground level and as such will create many changes to information published in the AIP.
 
Since new wind power plants will show up at short intervals all over Finland the AIP information can not be updated at the same interval with normal procedures (AIP AIRAC AMDT).
 

3 Exceptional publication procedure

The exceptional publication procedure concerns MSA and ATC SMAC minimum altitudes. In case the new power plant
affects other information, erection will be scheduled so, that required changes to aeronautical publications can be published using the normal procedures.
 
The exceptional publication procedures will be published by an AIP Supplement. This publication will not include charts, only text data of the changed minimum altitudes.
 
Relevant charts will be published later according to normal chart revision cycle and the AIP Supplement will then be cancelled. However, the publication of AIP Supplement does not automatically initiate chart revision cycle.
 

4 AMA Index

AMA values will be published on AIP AMA Index (AIP ENR 6.1 - 3). In urgent cases changed AMA values will be published first by NOTAM, but the AIP AMA Index will be updated as soon as the situation permits.
 

5 Duration of the exceptional publication procedure

The exceptional publication procedure will be used until the number of new wind power plants or number of changes
caused by them stabilize. This is estimated to reach by 2024.
 

6 Conclusion

In the near future there will be plenty of changes to the AIP Finland due to new high wind power plants.
 
In order to distribute these changes as soon as possible to downstream operations and airspace users, changes of MSA and ATC SMAC minimum altitudes will be published using exceptional procedures with AIP Supplement instead of normal AIP AIRAC AMDT process.
 
Users will have a current information of Fintraffic ANS available concerning the changes, even though the AIP charts have not been revised.
